The sculpture, placed at the Newark Federal Courthouse, symbolizes unbiased, accessible justice for all people, with eyes at viewer eye-level. In the background is a pole with the US flag, and at its base the limestone eagle statue in a perched position, a historical artifact from the original federal courthouse building in Newark (built in 1897).
